Description: Opening Remarks - Meeting was called to order by Barbara Carroll at 6:05P.M. A. Roll Call by Mary Blair 9 Present: Barbara Carroll, Frank Cochran, George E. Carter, Wayne Hobbs, Maureen O’Sullivan, Evelise Ribeiro, Robert Spirito, Catherine Gootkin, Shirley Wayne Washington. 2 Absent: Moses Nelson, Deborah Davis Staff Absent: Reginald Thomas Guest: Captain, Denise Blanchard OIC, Internal Affairs, Roderick Williams Assistant Corporation Counsel
B. Agenda Review Motion to accept agenda - Evelise Ribeiro; seconded by George E. Carter; unanimous approval.
C. Review of Minutes Motion to accept minutes with corrections - Frank Cochran; seconded by Mary Blair; unanimous approval.
D. Internal Affairs Statistical Report ? Captain Blanchard reported 9 cases were opened and 9 cases closed in January. ? The Blue Line live fire training trailer is no longer at the NHPD Academy and in service training for officers began this month. ? All employee information and Januaries cases are being entered into IA Pro. ? Sergeant Jason Konig is assigned to IA on 90 day rotation and may attend the next CRB meeting. ? Lt. Robin Higgins retiring. ? There has been a union vote of “No Confidence” in Chief Frank Limon. ? IA Pro – Civilian complaints are now entered into database; staff, badge #, districts, etc. ? Civilians may get the ability to submit complaints online. There is also the talk of having an online comments section, similar to a blog, regarding the NHPD. E. Case Assignments Closed cases were assigned to Panels A & B for reading.
F. New Business - Barbara Carroll read Board of Aldermen’s request for information on excessive force complaints involving the use of tasers (a taser use report) that was sent to Chief Limon.
G. Unfinished Business – Discussion regarding open positions on the CRB. .
H. Subcommittee Reports – Management Teams/ByLaws/Policy& Procedures (no reports) Panel A ¬– Completed assigned reading. Panel B – Completed assigned reading. NACOLE- Next meeting scheduled for September in New Orleans BOPC- Evelise Ribeiro reported that the number of shootings went down but murder and robberies were up 13%. Meetings are held 2nd Tuesday of the month at 6:00 P.M. Motion to adjourn at 7:15pm - Robert Spirito; seconded by Mary Blair; unanimous approval.
The next regular monthly meeting of the Civilian Review Board is scheduled for Thursday, March 10, 2011 at 6:15 P.M. @ CITY HALL 165 Church Street, Second Floor Meeting Room #2
